Stuffed cabbage casserole Substitute for cabbage rolls. I made some changes to accommodate long-cooking rice & cooking in the oven. Sorry I don't remember exactly what they were. Mom
Ingredients:

1 pound ground beef
1 small onion
4 cups chopped cabbage
1 medium green pepper, chopped
1 cup uncooked instant rice
1 cup water
1 6 ounce can tomato paste
1 can (14-1/2 ounces) diced tomatoes, undrained
1/2 cup ketchup
2 tablespoons vinegar
1 to 2 tablespoons sugar, optional
1 tablespoon Worcestershire sauce
1-1/2 teaspoons salt
1/2 teaspoon pepper
1/4 teaspoon garlic powder

Preparation:

In a skillet, cook beef & onion over medium heat until meat is no longer pink:drain. Transfer to a slow cooker; add cabbage, green pepper & rice. In a bowl, combine the water & tomato paste. Stir in the remaining ingredients. Pour over beef mixture; mix well. Cover & cook on low for 4-5 hours or until rice & vegetables are tender. Yield: 4-6 servings
